7.5.4. For authorization issues, managers, superiors or other relevant staff may request changes or editorial changes. In the event that the authorization is subject to the integration of these changes or amendments and the author does not agree with the proposed amendments, the plant is not assigned to the employee if the employee requests it. If permission is granted, the author or authors must be informed in writing of the reasons. As with public communications, researchers or scientists who disseminate or communicate information through scientific research or media are subject to the Access to Information Act, the public sector code of values and ethics as adopted on April 2, 2012, and must comply with the Department of Finance Of Canada`s Communications Management Directive if it is not inconsistent with relevant collective agreements. To this end, the DDAA must have publication authorisation procedures compatible with relevant collective agreements. Permission to publish is not unduly retained. TBS has published the highlights of the latest round of collective agreements that have been signed. 3.5. The DDAA will record all cases of conflict or incompatibility between this policy and this legislation, collective agreements or political instruments of the Ministry of Finance and/or the political instruments of the DDAA and will present this note as part of the performance assessment covered in point 7.9 of this directive.

. 3.3. In the event of a conflict or incompatibility between this policy and a binding instrument of the financial committee`s policy (policy, directive or standard), priority is given to the provisions of the compulsory instrument of the Ministry of Finance.
